THE AGENCY

The Virginia Department of Conservation and Recreation is the state’s lead conservation agency, and it takes a diverse agency to work for a diverse commonwealth. DCR works with Virginians to conserve and enhance their lands and improve the quality of the Chesapeake Bay and Virginia rivers and streams DCR protects what people care about – access to the outdoors, natural habitats, open spaces, clean water, and safe outdoor recreation infrastructure.

THE DIVISION

The mission of the DCR Office of Resilience Planning is to distribute knowledge and coordinate action to achieve a flood-resilient future for Virginia through informed planning and proactive intergovernmental solutions.. Our vision is a Virginia where state-led solutions effectively confront present and future flood risks. Through aligned collective action across Virginia’s community of flood resilience partners, we work to increase resilience and minimize the impacts of flooding statewide.

We accomplish our work through four major lines of effort. We develop and implement state-led flood resilience plans: the Virginia Flood Protection Master Plan and the Coastal Resilience Master Plan. We work together with others to coordinate action. This includes staffing the Flood Resilience Advisory Committee, a public body that advises DCR on flood resilience, and hosting an Annual Flood Preparedness Coordination meeting. We share data, information and resources to support informed decision making about present and future flood risks, including through our Flood Resilience Open Data Portal. Finally, we connect with stakeholders and the public to inform our plans and build general awareness about changing flood risks in Virginia.

The Office of Resilience Planning is responsible for inter-governmental and inter-agency coordination and is supported by multiple consultant teams to execute our work.

THE OPPORTUNITY

Under the supervision of the Office of Resilience Planning Program Manager, the Resilience Planner will work along the Senior Resilience Planner to support the development, administration, and implementation of DCR’s flood resilience planning efforts.

Work responsibilities may include:

• Strategic Planning and Reporting
  • Assist with overall program strategic development and implementation.
  • Evaluate local, state, and federal policies, programs, and resources related to flood resilience.
  • Assist with metric tracking and reporting.
• Communications
  • Assist with documenting and communicating stakeholder feedback as well as program accomplishments.
  • Produce reports, presentations, flyers, and other media to communicate planned, proposed, and ongoing activities.
  • Establishing and maintaining effective working relationships with professional colleagues and representatives from other agencies and the public.
  • Working with all levels of internal management and staff, as well as independently and in teams.
• Coordination, Outreach, and Engagement
  • Assist with assessing and supporting stakeholder needs, including training, data, tools, and technical expertise tailors to needs that vary across geography, scale, and interests.
  • Gather, synthesize, and report on information from stakeholders and reporting including, but not limited to, flood resilience initiatives, projects, and funding strategies.
  • Design and facilitate collaborative meetings for meaningful engagement and peer-to-peer sharing using co-development best practices.
  • Lead or support public outreach for community resilience projects, both virtual and in-person.
  • Connect stakeholders with available federal, state, and local resources.
  • Manage stakeholder contact information and associated engagement activity information.
  • Attend and represent the Office of Resilience Planning in other stakeholder planning efforts including but not limited to, hazard mitigation planning, coastal storm risk management studies and projects, and flood resilience plans.
    Become familiar with other state, regional, and local resilience efforts.
• Contract and Project Management
  • Develop, coordinate, and manage requests for contract and task order proposals.
  • Serve as the primary or secondary contact for task order contracts.
  • Monitor progress, review, and provide constructive feedback on contractual deliverables.
  • Schedule, organize, facilitate, attend, and document project meetings.
  • Review and track invoices.
  • Identify and mitigate project risks.
• Administrative
  • Perform administrative duties including but not limited to data collection/entry, agenda preparation, preparation of internal and external meeting minutes, and travel logistics.
  • Managing multiple tasks simultaneously.

Minimum Qualifications

• Experience with supporting long-range planning activities, including gathering, evaluating, and documenting technical planning data.
• Experience with communicating, coordinating, and facilitating stakeholder engagement.
• Experience with supporting public outreach communications activities.
• Experience with supporting project management activities.
• Knowledge of and experience with one or more of the following areas: flood hazards, natural hazard emergency response, public policy and financing, environmental and land use regulations and permitting, water quality, water resources, climate change, natural resource management, and community/economic development.

Additional Considerations

• Familiarity with flood-resilience-related federal, state, and local policy, planning, and grant programs’ processes and requirements.
• Experience with working in topics related to flood risk management and/or climate adaptation.
• Experience with leveraging qualitative and quantitative information to support and communicate policy recommendations.
• Experience with creating, analyzing, and managing geospatial data and developing web-based maps or applications using GIS.
